      近十年来,我国食品安全风险交流体系建设不断地优化和提升。国家层面,风险交流制度相对完善,交流框架体系初步建成,交流工作有序推进,风险交流处于“稳定向好的发展局面”;地市级层面,风险交流处在初步探索阶段,制度建设有待深入,风险分析框架体系存在短板。阐述了国家风险交流制度建设、组织架构建以及交流工作开展情况的现状,分析了其面临的挑战;深入探讨了地级市风险交流存在的主要问题,提出了地级市风险交流体系建设的优化思路。建议地级市基于“食安办”统筹协调下,构建交流组织架构,组建高水平专业队伍,推进多方数据互通共享,构建信息共享平台,完善双向交流机制及评价体系,推动食品安全“社会共治”理念的落实,助力“食安城市”建设。
英文摘要:
      ABSTRACT: Over the past decade in China, the construction of food safety risk communication system had been consistently refined and enhanced. The national risk communication system is relatively robust, with an established framework and orderly promotion of communication efforts, risk communication was a "stable and favorable development situation". The risk communication of the prefecture-level city were still on the preliminary exploration stage, and institutional construction needed to be improved, and risk analysis framework system had shortcomings. This paper elaborated on the construction of the national risk communication system, organizational structure, and communication work, and faced challenges at resent. It also deeply discussed the primary shortcomings in risk communication of prefecture-level cities, and proposed optimization idea. It was recommended that build an exchange organizational structure supported by the "Food Safety Office", established and trained a high-level professional team. Additionally, the information sharing platform should be developed, and enhanced the two-way exchange mechanism and evaluation system, promoted the "social governance" implementation in food safety, and expedited to the development of "food safety cities".
