      随着经济社会发展, 公众对维护健康的重视程度不断提高, 健康消费需求持续提升。我国于2015年修订《食品安全法》, 明确对保健食品实行“注册备案双轨制”管理, 标志着我国保健食品市场准入制度从单一注册制向注册备案结合制演进。根据政策和形势的变化, 对现行保健食品注册备案管理制度进行审视、思考和革新, 是当前重要的任务。创新性研发引导、备案制度推行和功能声称改进等措施, 是制度改革应当考虑的问题。与欧美国家相比, 文化传统和思维模式更相近的亚洲近邻国家的保健食品管理制度, 对我国更有借鉴意义。本文通过对韩国健康功能食品的管理制度发展历程、原料管理、功能声称管理等进行介绍, 与我国保健食品管理制度进行比较, 以对我国保健食品注册备案制度改革提供参考。

      With the development of economy and society, the public’s attention to maintaining health is increasing, and the demand for healthy consumption is increasing. China has amended the Food Safety Law in 2015 to explicitly implement a “Dual-track system of registration and record keeping” for health foods, this marks the evolution of our dietary supplement market access system from a single registration system to a combination of registration and filing system. In the light of the changes in policies and circumstances, it is an important task to review, reflect on and reform the system of the current health foods registration and records management system. Innovative research and development guidance, the implementation of record system and the improvement of function claim are the issues that should be considered in the system reform. Compared with European and American countries, the health foods management systems of our Asian neighbors, whose cultural traditions and modes of thinking are more similar, are of more reference significance to us. This article introduced the development of the management system of health functional foods in Korean, including the management of raw materials, the management of functional claims and compared it with the health foods management system of China, to provide a reference for the reform of our dietary supplement registration system.
