      食品安全关系人民群众身体健康和生命安全。食品中化学性风险是影响食品安全的重要因素之一, 食品安全化学性风险可分为已知化学风险和未知化学风险、内源性化学风险和外源性化学风险。本文重点介绍了食品安全内源性化学风险和外源性化学风险的主要来源, 并结合海南食品安全状况, 系统分析了海南建设自由贸易港新形势下食品安全化学性风险的主要挑战。建议海南发挥自由贸易港建设的制度优势, 实施大部制改革, 建立“从农田到餐桌”的无缝监管体制, 探索食品安全地方立法, 建立海南食品安全风险管理平台, 在提升食品和食用农产品安全风险监测能力等方面作出有益探索和创新, 为全国食品安全治理能力和治理水平的提升提供有效路径。
英文摘要:
      Food safety is related to the health and safety of the people. The chemical risk of food is one of the important factors affecting food safety, which can be divided into known chemical risk and unknown chemical risk, endogenous chemical risk and exogenous chemical risk. This paper mainly introduced the main sources of endogenous chemical risk and exogenous chemical risk of food safety, and systematically analyzed the main challenges of food safety chemical risk under the new situation of building free trade port in Hainan. It is suggested that Hainan should give full play to the institutional advantages of the construction for free trade port, implementing the reform of large department system, establishing a seamless supervision system from farmland to table, exploring local legislation on food safety, establishing food safety risk management platform in Hainan, and promoting safety risk monitoring ability of food and edible agricultural products to make useful exploration and innovation and provide effective path for the promotion of national food safety management ability and management level.
