      目前食品接触材料正成为全球技术性贸易措施新的关注点。各国针对食品接触材料出台的技术性贸易措施, 可能会由于检测项目的设置差异、食品模拟物的选择和迁移试验条件的不同等原因, 阻碍我国食品接触材料的出口。本文首先对2019年WTO通报的食品接触材料技术性贸易措施进行了概述, 分析了这些措施的关键技术指标, 并与我国食品接触材料标准进行了比较, 并从通报总体情况、通报国家、被通报国家或地区、被通报产品、通报原因、采取措施等6个方面对2019年欧盟通报食品接触材料情况进行综合评价, 最后提出应对国外食品接触材料技术性贸易措施的建议, 旨在为我国食品接触材料生产企业提升产品质量提供借鉴, 规避出口风险。

英文摘要:

      Food contact materials are becoming a new focus of technical trade measures. The technical trade measures of food contact materials issued by various countries may hinder the export of food contact materials in China due to the differences of test items, the selection of food simulants and the conditions of migration test. This paper first summarized the technical trade measures of food contact materials notified by WTO in 2019, analyzed the key technical indicators of these measures, and compared them with China's food contact materials standards. It also conducted a comprehensive evaluation of the situation of the EU notified food contact materials in 2019 from 6 aspects including the overall situation of the notification, the notified country, the notified country or region, the notified product, the notification reason, and the measures taken, finally proposed to deal with the technical trade measures of foreign food contact materials, so as to provide references for Chinese food contact material manufacturers to improve product quality and avoid export risk.
