广东东盟先行区背景下的出口水产品检验检疫监管模式创新初探

      水产业是湛江的支柱产业, 东盟又是湛江水产品的主要出口地区。本文通过分析比较近年来湛江水产品出口东盟贸易情况, 发现湛江水产业存在出口竞争力不强、产出效益不高、检验检疫监管方式需要调整完善、技术性贸易措施制约日趋严重等问题, 建议采取健全出口水产品监管体系、推进产业转型升级、建立联合互动反应机制、促进行业自治等监管模式创新建议, 以期对促进广东东盟先行区建设, 提高湛江出口水产品质量和完善我国出口水产品质量安全管理体系提供一定参考。

      Aquaculture is the pillar industry in Zhanjiang city, and the Association of Southeast Asian Nations (ASEAN) is the main market of the Zhanjiang aquatic products. This article compared and analyzed the trade situation of the Zhanjiang aquatic products that exported to ASEAN in recent years. There were many problems existed in the aquaculture of Zhanjiang, including the poor competitiveness of the exported products, the low output benefit, the inspection and quarantine supervision to be improved, the more serious restriction of the technical measures to trade, etc. Therefore, it suggested to improve the supervision system for the exported aquatic products, promote the industrial transformation and upgrade, establish a joint interacted response mechanism, and promote industry autonomy in this paper. This article provided the reference information for the construction of ASEAN Leading Area in Guangdong province, and the improvement of Zhanjiang aquatic products quality or Chinese quality and safety management system for the exported aquatic products.
