      To fully understand the safety regulatory agencies and related responsibilities involved in the fat reduction meal replacement market of the major trading partner countries (institutions), and grasp the relevant laws, regulations and technical standards involved in the fat reduction meal replacement market. Firstly, this paper expounded the departmental responsibilities of the International Organization for Standardization (ISO) and the Codex Alimentarius Commission (CAC) on fat-reducing meal replacement and their laws, regulations and technical standards. Then, it expounded the Food and Drug Administration (FDA), the United States Department of Agriculture (USDA), the Federal Trade Commission (FTC), Federal Trade Commission (FCC), Consumer Affairs Agency (CAA) of Japan, Japan Food Safety Committee, Japan’s Ministry of Health, Labor and Welfare, Japan’s Ministry of Agriculture, Forestry and Fisheries, European Food Safety Authority (EFSA), the Food and Veterinary Office (FVO), and the responsibilities of relevant departments in some EU countries and their laws, regulations and technical standards; finally, expounded the functional departments and relevant laws, regulations and technical standards of China meal replacement market. Through the grasp of the functional departments of the major trading partners (institutions) and the technical standards of relevant laws and regulations, provide risk control direction for the import of fat reduction meal replacement products, provide policy guidance for the export of fat reduction meal replacement products, and provide reference for the formulation of more perfect standards and regulations in China.
