我国食品安全追溯体系现状分析与发展建议

Current situation analysis and development suggestions of food safety traceability system in China

      食品安全追溯体系(food safety traceability system, FSTS)作为食品安全治理体系的重要组成部分, 在传递食品安全信息、缓解食品安全市场信息不对称和增强消费者信心方面起到了重要作用。我国FSTS经过十多年的发展, 在法律法规的完善、标准体系的建设以及追溯系统的试点示范等方面取得了一定的成果, 但是在推行过程中也显现出诸多困境。本文从FSTS法律法规和标准、追溯系统建立与应用情况、现有追溯技术及应用情况以及追溯体系认证等方面梳理了我国FSTS的现状, 在此基础上对目前主要存在的问题进行了分析, 最后结合我国实际情况提出相应的建议, 旨在为我国FSTS建设以及监管提供参考依据, 以促进我国FSTS的进一步发展和完善。

英文摘要:

      Food safety traceability system (FSTS) can contribute to transmitting food safety information, alleviating information asymmetry in the food safety market and enhancing consumer confidence strongly, as a significant part of food safety governance system. After more than ten years of development, FSTS in China has made some achievements in the improvement of laws and regulations, the construction of standard system and the pilot demonstration of traceability system, but there are also many difficulties in the implementation process. This study summarized the current situation of China’s FSTS from the aspects of regulations and standards, establishment and application, technology status and level, and certification, regarding to FSTS. Furthermore, analyzed the main issue regarding to these aspects, and proposed the relevant suggestions combining current situation to provide reference for the construction and supervision of food safety traceability system and promote development and improvements of China’s food safety traceability system.
