婴幼儿配方乳粉的监管, 是我国食品安全监管落实“四个最严”要求最集中的体现。2018年国务院机构改革之后, 监管机构及职能发生改变。本文基于对全国24个生产婴幼儿配方乳粉的省(自治区、直辖市)的调研, 收集整理分析各省婴幼儿配方乳粉生产许可工作在机构人员、材料受理审查、现场核查、许可发证、证书延续及变更等环节的特点, 归纳出生产许可实施的4种模式。结合我国监管实际, 剖析目前婴幼儿配方乳粉生产许可在政策法规制定、配方注册和日常监管工作责权划分及人才队伍建设等方面存在的问题, 建议继续完善配套生产许可法规和技术规范, 强化生产许可与产品配方注册管理及生产过程的事中、事后监管的有效衔接, 同时加强食品安全检查员和基层日常监管人才队伍建设。 |

The supervision of infant formula milk powder is the most concentrated embodiment of the implementation of the "four strictest" requirements in China's food safety supervision. After the institutional reform of the State Council in 2018, the regulatory agencies and functions have changed. Based on the survey of 24 provinces (autonomous regions and municipalities directly under the central government) that produce infant formula milk powder in China, this paper collected, sorted out and analyzed the characteristics of infant formula milk powder production license in institutions, materials acceptance review, on-site verification, license issuing, certificate extension and change, and concludes 4 kinds of production license implementation modes, and based on the actual situation of supervision in China, analyzed the existing problems in the formulation of policies and regulations, formulation registration and the division of responsibilities and rights in daily supervision work as well as personnel team construction of infant formula milk powder production license. It was proposed to continue to improve the supporting production license regulations and technical specifications, strengthen the effective connection between production license and product formulation registration management, as well as the in-process and post-process supervision in the production process, and strengthen the construction of food safety inspectors and grassroots daily supervision personnel team. |
