近年来, 在食品安全治理体系中贯彻“消费者利益优先”的基本理念已经成为各国政府解决食品安全问题的重要举措。本研究以日本食品安全治理的“消费者利益优先”为研究对象, 深入剖析了日本“消费者利益优先”食品安全治理理念形成的历史背景, 当前以“消费者利益优先”为中心的食品安全治理体系和实践经验, 并结合实证数据探讨了治理成效。发现其在提高消费者对政府食品安全行政的满意度和食品安全的信任度方面具有显著效果。我国正在探索如何在食品安全治理体系中贯彻“消费者利益优先”的基本理念, 建议从成立食品消费者保护行政部门、加强政府和食品企业与消费者的风险沟通、完善消费者教育和维权保障制度3个方面进行完善。 |

In recent years, the implementation of the basic concept of “consumer priority” in the food safety governance system has become an important measure for governments to solve food safety problems. This study focused on the “consumer priority” of food safety governance in Japan, it deeply analyzed the historical background of the formation of the food safety governance concept of “consumer priority” in Japan, the current food safety governance system and practical experience centered on “consumer priority”, and discussed the governance effect with empirical data. It found that it had a significant effect on improving consumers' satisfaction with the government’s food safety administration and their trust in food safety. China is exploring how to implement the basic concept of “consumer priority” in the food safety governance system, and it is suggested to establish the food consumer protection administrative department, strengthen the risk communication between the government and food enterprises and consumers, and improve consumer education and safeguarding rights system. |
