      2019年度日本输入(进口)食品监控指导计划是我国监控出口日本食品的基础, 也是出口日本食品企业必须遵守的规则。理解这些规则对促进贸易便利化、理解日本进口食品监控内容和变化、提醒企业规避贸易风险具有重要意义。本文分析了日本监控进口食品的推进方法、监控指导计划内容及变化、监控检查和检查命令及产品, 监控检查的频次及变化, 处罚规则、改进要求、解除检查命令的条件, 中日食品安全合作等, 以期助力我国企业正确了解日本2019年度进口食品监控指导计划。
英文摘要:
      The 2019 Japanese import (import) food monitoring and guiding plan is the basis for monitoring the export of Japanese food in China, and is also a rule that must be observed when exporting Japanese food companies.Understanding these rules is important for promoting trade facilitation, understanding the content and changes of food imports in Japan, and reminding companies to avoid trade risks.This paper analyzed the progress of Japan’s monitoring of imported foods, the contents and changes of monitoring and guidance programs, monitoring and inspection and inspection orders and products, frequency and changes of monitoring and inspection, punishment rules, improvement requirements, conditions for lifting inspection orders, and Sino-Japanese food safety cooperation,so as to help Chinese enterprises correctly understand Japan’s 2019 import food monitoring and guiding plan.
