      目的 探索职业化食品药品检查员队伍建设的方法途径, 为提升重庆市食品药品监管提供对策。方法 通过整合职能职责、改变机构性质、调整检查员队伍结构、引入系统外专家检查员、加强检查员培训、完善管理制度等措施推进职业化检查员队伍建设。结果 重庆市建立和完善了检查员管理、检查工作开展等相关制度, 检查队伍知识水平、专业素质、业务能力得到改善, 机构履职能力得到提高, 职业化检查员队伍能够为监管部门提供技术支撑, 也能够促进产业发展。但在法律定位、顶层设计、专职队伍建设、分级分类管理等方面存在尚需解决的问题。结论 职业化检查员队伍建设可以弥补我国食品药品监管人员少、任务重、专业性不足的问题, 但深入推行职业化检查员制度还需从国家层面解决法律定位、队伍建设方向等问题。
英文摘要:
      Objective To explore ways and means of building professional food and drug inspector team, and provide measures for improving food and drug supervision in Chongqing. Methods The construction of professional inspectors team were promoted by integrating duties and responsibilities, changing institution character, adjusting the structure of inspector team, introducing expert inspectors outside the system, strengthening training for inspectors and improving management systems. Results The systems of inspector management and inspection work launching in Chongqing are established and improved, inspector team’s professional knowledge and quality and business competence were boosted and working abilities were enhanced. The professional inspector team could both provide technical support for supervision departments and promote the industry development. However, there were still some problems to be solved in the aspects of legal positioning, top-level design, professional team construction and classified administration. Conclusion The construction of a professional inspector team can help to make up the deficiencies existing in our country’s food and drug supervision, such as shortage of staff, heavy tasks, insufficient professional background. But to further promote the system of professional inspector, problems like legal orientation legal orientation and team construction should be dealt with at national level.
