      随着食品贸易的全球化, 食品安全事件不断涌现, 进口食品, 如进口婴幼儿奶粉、肉类、罐头、燕窝等也屡屡出现问题。目前对进口食品的监管手段仅以注册和入境检验为主, 难以涵盖整个过程, 再加之不同国家的食品领域的法律法规体系、检测体系、技术标准体系及相应的制度参差不齐, 水平不等, 因此仅仅依靠目前手段解决进口食品安全监管中的漏洞是不够的, 需要探索关头前移和源头控制的管理方法。本研究从进口高风险食品境外生产企业质量信用体系建设入手, 建立进口食品安全保障长效机制。首先分析了构建进口高风险食品境外生产企业质量信用体系的必要性, 既要保证进口食品的质量安全, 又要提高贸易便利化, 提高通关效率。随后从政府机构、境外生产企业、进口商以及消费者4个层面剖析了存在的问题, 从法律法规、标准化、信用记录等若干方面提出了可行性解决方案。为促进进口企业信用意识和提高产品质量, 提供了严密的监管, 且提高了效率。

      With the globalization of food trade, food safety incidents continue to emerge, including imported food such as infant milk powder, meat, canned food, bird's nest and so on. At present, the regulatory measures for imported foods are mainly based on registration and entry inspection, which is difficult to cover the entire process. In addition, the laws and regulations, detection system, technical standard system and corresponding systems in different countries are unequal. Therefore, it is not enough to rely on the current means to solve the loopholes in the import food safety supervision. It is necessary to explore the management methods of the forward and source control. This paper started with the construction of quality credit system of overseas production enterprises of imported high-risk food, and established a long-term mechanism of imported food safety guarantee. Firstly, the necessity of constructing a quality credit system for imported high-risk food production enterprises was analyzed. It was necessary to ensure the quality and safety of imported food, and to improve trade facilitation and improve customs clearance efficiency. Then, the existing problems were analyzed from 4 levels: government agencies, overseas production enterprises, importers and consumers. The feasible solutions were proposed from several aspects such as laws and regulations, standardization and credit records, in order to promote the credit awareness of imported enterprises, improve product quality, provide strict supervision and improve efficiency.
