2018年全国“两会”闭幕后国务院启动了新一轮的机构改革, 组建了国家市场监督管理总局, 将食品安全监管纳入统一的市场监管体系。如何在现有公职人员编制不变的情况下加大对食品安全监管力度是本轮机构改革亟待解决的问题。本文概述了中外食品检查员队伍建设的现状, 重点阐述了我国食品检查员队伍建设存在的问题和加快推进职业化检查员队伍建设对破解目前基层监管瓶颈、保障食品安全的重要意义。倡导让职业化检查员成为一种新职业, 将对提高我国食品安全监管效能具有重要意义, 以期给政府监管部门提供更多的信息与借鉴。 |

After the closing of NPC&CPPCC in 2018, the State Council had begun to set up the state administration of market supervision and administration, and brought food safety supervision into a unified market supervision system. How to increase the supervision of food safety under the condition of constant establishment of public officials is an urgent problem to be solved in this round of institutional reform. This paper summarized the current situations of the construction of food inspectors at home and abroad. It focused on the problems existing in the construction of the team of food inspectors in China and the significances of speeding up the construction of professional inspectors to solve the bottleneck of the current grass-roots supervision and to ensure the safety of food. It advocated that professional inspectors should become a new profession, which was of great significance for improving the efficiency of food safety supervision in China, with a view to provide more information and reference to government regulators. |
