      食品安全与卫生问题, 直接关系到国计民生。而鲜活农产品的冷链物流是较为薄弱的环节, 应强化监管与控制。本研究结合近几年中部地区河南省的一些实际发展情况, 严格遵从《农业保险法》、《价格法》、《批发市场法》等现行部分法规, 分析鲜活农产品冷链物流及其运输配送各环节的食品安全保障状况, 系统挖掘现行法律体系的缺位, 指出我国农产品运输与冷链安全发展方向的困境, 提出可循建议,为相关部门的监管工作提供参考。

英文摘要:

      Food safety and health problems are directly related to the national economy and people's livelihood. The cold chain logistics of fresh agricultural products is a relatively weak link and should be strengthened supervision and control. This study combined the actual development of Henan province in central China in recent years, strictly abided by the existing laws and regulations such as the Agricultural insurance law, the Price law and the Wholesale market law, analyzed the food safety guarantee status of cold chain logistics and transportation and distribution of fresh agricultural products, systematically explored the vacancy of the current legal system, pointed out the difficulties in the safe development direction of agricultural products transportation and cold chain in China, and puted forward some suggestions, in order to provide references for the supervision work of relevant departments.
