      随着国家食品药品监督管理总局关于食品快检的系列文件出台, 快速检测成为食品安全监管的重要手段, 食品快检实验室的建设及管理日臻重要。目前, 监管方面的食品快检一般是由县级食品药品监管部门下属的基层监管所承担, 普遍现象是技术力量薄弱, 对食品快检实验室的质量管理有欠缺, 无法通过食品检验机构的资质评审, 出具的快检数据不能直接作为行政处罚的依据, 不能直接用于监管执法; 另一方面, 已经取得资质的食品检验机构注重于以标准方法进行检验, 而大部分的快检方法是非标方法, 快检项目未纳入已获批准的检验能力范围内, 所出具的快检数据同样不能直接作为行政处罚的依据。针对以上不足, 本文以检验检测机构资质认定评审准则(2016版)的要求为主线, 对食品快检实验室的现状进行探讨, 评估快检实验室通过食品检验机构资质评审的关键技术点, 旨在使快检实验室能通过食品检验机构资质评审, 出具的快检数据能被基层食品安全的监管执法直接采用。

      Along with the administration of China Food and Drug Administration on rapid food inspection of the series papers, rapid detection has become the important means of food safety regulation, and rapid food inspection laboratory construction and management had become important day by day. At present, the regulation of rapid food detection is generally taken on by the food and drug supervision departments at the county levels’ basic regulation. In general, the technical force is weak, quality management of rapid food inspection laboratory is lack, the basic regulation supervision departments cannot get the qualification accreditation of food inspection institutions, and the rapid inspection data cannot be directly used as the basis for administrative penalty and cannot be directly used for regulatory enforcement. On the other hand, the food inspection institutions with qualification often focus on inspection by standard methods, but most of the rapid detection methods are not standard method, rapid detection programs are not included within the scope of inspection ability and the detection results cannot be directly used as the basis for administrative penalty. In view of the above deficiencies, this article used the requirements of Institutions accreditation criteria of inspection and testing (2016) as the main line, discussed the present situations of the rapid food inspection, assessed the key technical points of food inspection institution qualification review points for rapid inspection laboratory, aiming at making rapid inspection laboratory pass the food inspection institution qualification, and rapid inspection data can be used directly by law enforcement of food safety supervision in the grass-roots level.
