基层食品安全监管部门重新组建运行后, 逐渐暴露出食品安全监管体系、监管能力等方面存在的问题。当前, 部分基层监管部门通过购买服务的方式引入食品安全第三方机构, 有效解决了食品安全监管人员不足和专业知识匮乏等难题。本文结合管理实践, 阐述了建立食品安全第三方管理新模式的必要性, 对食品安全第三方管理的概念、特点及优势进行介绍和分析, 介绍了我国食品安全第三方管理的现状, 并就规范食品安全第三方管理提出了对策和建议。 |

The problems of food safety regulatory system and regulatory capacity gradually revealed after the reorganization of grassroots food safety supervision departments. At present, some grassroots supervision departments worked together with food safety third-party organizations through buying services which effectively solved the lack of staff and professional knowledge and so on. Combining with the management practices, this article expounded the necessity of establishing the new mode of the third party management of food safety, introduced and analyzed the concept, characteristics and advantages of the third party management of food safety. The present situation of the third party management of food safety in China was introduced, and countermeasures and suggestions were proposed to regulate the third party management of food safety. |
