欧盟关于食品卫生和检验管理较为严格, 其关于水产品的监控计划及管理模式值得我国借鉴。由于我国水产品近年来出口欧盟在逐渐减少, 充分了解欧盟针对水产品质量安全的管理及法规框架非常重要。本文通过介绍欧盟关于水产品质量安全管理体系、基本法规、标签要求、具体卫生标准及对进口国要求, 提出切合中国实际的建设性意见, 如加强标准更新、完善, 完成与国际标准对接; 加强产业链全程质量监控; 充分利用WTO/SPS平台保护我国合法权益等。希望政府可以对企业进行有效监管, 保证水产品的质量安全, 实现对外贸易的顺利进行。 |

The European Union (EU) is most stringent at food hygiene and inspection management. The detection items and operation mode of seafood are worthy of reference for other nations. In recent years, the exports of China's aquatic products to the EU decreased constantly, so it’s important to understand the seafood quality and safety management system of EU. This article summarized the safety management, basic regulations, labeling requirements, specific hygiene standards and the requirements for the importer country. Constructive opinions relevant to the actual state of China were put forward, such as strengthening the update and improvement of standard to dock with the international standard; reinforcing the entire quality control of the industrial chain and making full use of WTO/SPS plat form to protect the rights and interests of China. It’s suggested that our government can supervise the enterprise effectively to ensure the quality and safety of aquatic products so as to ensure the export trade. |
