本文概述了自2013年食品监管机构改革以来中国食品安全现状、存在的问题及原因分析, 并提出具体解决办法, 涵盖了现行的2015~2016年新颁布实施的食品生产监管新举措, 包括食品生产许可、日常监督检查、风险分级管理和追溯体系建立。重点对各类监管手段在食品生产监管中如何发挥具体作用进行了深入阐述, 并提出了只有全面提高全民思想道德水平才能提高全中国的食品安全水平这一理念, 以期给政府监管部门提供更多的信息及借鉴, 为公众解读和普及国家现行食品生产监管大政方针, 为全社会共同参与捍卫食品安全打下坚实基础。 |

This paper summarized the situation of food safety in China, the problems and the reasons analysis since the food regulatory reformed in 2013, meanwhile proposed the solutions which covered current measures on the regulation implementation of food production from 2015 to 2016, including the food production permit, daily supervision and inspection, risk classification supervision and traceability system establishment. This article especially elaborated how to play an important role in food production administration of the supervision measures, and presented the importance of the morality education as the key point to improve the food safety situation in the future, in order to provide references for Chinese government and provide analysis of the national food administration policy for the public, and lay secure foundation for the food safety participated by the whole society. |
