      新西兰作为初级农牧产品和食品出口大国, 为严格控制外来生物物种入侵, 保护生态安全, 对食品农产品的进口采取了严格的准入和监管制度。本文介绍了新西兰对进口食品的要求, 对进口商的要求, 以及进口流程和监管措施, 特别是新西兰进口高风险食品的监管控制措施, 包括: 进口食品法规要求; 进口食品的污染物和天然毒素限量、农药残留和化学污染物限量和微生物限量要求; 高风险食品的进口国家或地区的企业准入和许可、入境前的许可证办理; 高风险食品的入境口岸控制, 实施加严检验、正常水平、减少水平3种动态“转换”抽样频率; 进口食品的检验监督控制处理措施。旨在帮助我国政府相关部门和企业全面、深入了解新西兰进口食品检验监管制度。
英文摘要:
      New Zealand is one of a major exporter of food and primary agricultural products. It applies stringent Market Access and supervision measures against imported food and agricultural products to protect domestic eco-system from foreign species. The paper provided an in-depth introduction of requirements for importing food and importer, importing process, as well as monitoring measures as following: relevant regulations of imported foods, requirements of environment contaminants, toxicants, pesticide residues, microbes in food, supervision measures applied to prescribed foods exporters, and the frequency of sampling and inspection of prescribed foods taken at borders with “Switching Rule”, which was classified as 3 different types: the tightened level, the normal level, and the reduced level. This paper would be help for Chinese government and enterprises to learn New Zealand imported food safety control system.
