      农药残留限量标准是评价食品质量安全水平的重要指标, 也是国际贸易重要的绿色技术壁垒参数。为了更好保障我国茶叶的质量安全, 积极应对绿色贸易技术壁垒对我国茶叶出口贸易的制约, 本文介绍了国际食品法典委员会(Codex Alimentarius Commission, CAC)、欧盟、日本、美国、韩国、摩洛哥、越南及我国大陆、香港特别行政区和台湾地区的茶叶中农药最大残留限量(maximum residue limits, MRLs)标准现状, 对比分析了国内外标准的差异, 探讨了我国大陆现行标准存在的主要问题, 并对我国大陆茶叶中农药MRLs标准制修订工作提出了加快与国内外先进农药MRLs标准体系接轨、亟待建立完善的高通量配套检测标准体系和大力推广茶叶全程绿色化生产技术的建议, 以期为补齐我国大陆茶叶中农药MRLs标准的短板弱项, 全面提升我国茶叶质量安全水平提供参考。

      Pesticide residue limit standard is an important indicator for evaluating the safety level of food, as well as a key technical parameter for green trade barriers in international trade. In order to actively dealing with the restriction of green technical barriers on Chinese tea export trade and better protecting the quality and safety of Chinese tea, this paper introduced the current situations of maximum residue limits (MRLs) of pesticide in tea by Codex Alimentarius Commission (CAC), European Union, Japan, United States of America, South Korea, Morocco, Vietnam, China’s mainland, China’s Hong Kong and China’s Taiwan, discussed the standard differences between domestic and abroad, and analyzed the main problems of the current standards by China’s mainland. Finally, the paper also put forward some suggestions and advises for the revisions of pesticide MRLs standards in tea by China’s mainland, such as speeding up the integration with the advanced pesticide MRLs standard systems in domestic and abroad, urgently establishing a perfect high-throughput testing standard system and vigorously promoting the whole-process green production technologies of tea, with the aim of providing reference for filling the shortcomings and weaknesses of pesticide MRLs standards for tea by China’s mainland and comprehensively improving the quality and safety of Chinese tea.
