食品安全问题事关国民的身心健康, 当前随着食品制造与加工技术的进步, 世界各国(和地区)都普遍面临着食品安全问题, 食品安全问题中又以食用油的安全问题尤为引人关注。因此, 有必要探讨食用油安全相关的管理机制。本文基于风险管理视角, 以文献分析法分析日本食用油安全管理制度, 并在此基础上提出日本食用油安全管理对我国的经验启示, 包括对食用油安全管理采取多部门多段监管的模式; 推行食用油产品的溯源制度; 从源头上加强对食用油安全监管的力度, 提高食用油市场准入门槛; 强化企业生产管理, 加强企业道德和信息披露等。 |

Food safety is related to the physical and mental health of the people, with the progress of food manufacturing and processing technology, countries (and regions) in the world are generally facing with food safety problems, and the safety problem of edible oil in food safety problems is particularly attracting attention. Therefore, it is necessary to explore the management mechanism of edible oil safety. This paper analyzed the safety management system of edible oil in Japan by means of literature analysis from the perspective of risk management, and put forward some experience and enlightenment of Japan’s edible oil safety management to our country, including the edible oil safety management to adopt multi-department multi-section supervision mode; implement the traceability system of edible oil products; from the source to strengthen the edible oil safety supervision, improve the edible oil market access threshold; strengthen enterprise production management; strengthen enterprise ethics and information disclosure. |
