      在简政放权、全程网办、营造营商环境新形势下, 如何把握发展与安全的关系是食品安全监管工作当前迫切需要回答和解决的问题。本文以食品生产许可申报材料为基本框架, 结合食品安全法以及以往的材料审核和稽查工作经验, 对申请材料的内容及其目的进行分析、揭露、归纳, 透视行政审批机关、申请主体的潜在风险, 并提出防控建议, 以期超前化解风险, 为食品生产许可审查和日常监管的具体工作实施技术提供参考材料。
英文摘要:
      Under the new situation of streamlining administration and delegating power, whole-process network management, and creating a business environment, how to deal with the relationship between development and safety is the only way to answer and solve the urgent problem of food safety supervision. This article used food production license application materials as the basic framework, combined with the food safety law and the author’s past experience in material review and inspection, to analyze, expose, and summarize the content and purpose of the application materials, and to discover potential risks of administrative examination and approval authorities and applicants, so as to offer suggestions to resolve risks in advance, and could also be used as technical reference materials for the implementation of specific work in food production license review and daily supervision.
