      通过分析“十九大”以后进口食品安全工作面临的新时代背景, 深入剖析宁波口岸当前进口食品安全工作具有的4个方面新特点及相关问题。结合国际经验及宁波口岸实际情况, 以“责任配置”为核心、“风险监管”为主线, 提出推动落实宁波口岸进口食品安全监管企业主责落实机制、口岸分类管理机制、口岸追溯机制、口岸风险防控机制等4大机制建设的建议。全面构建科学监管机制, 进而推动宁波口岸进口食品“现代化治理”新体系的全面构建, 更好地完成新时代宁波口岸进口食品安全的光荣使命。

      By analyzing the new background of import foods safety work after the 19th National Congress of CPC, 4 new features and related problems of imported food safety at Ningbo port were analyzed. Combined with international experience and the actual situation of the Ningbo port, taking "responsibility allocation" as the core and "risk supervision" as the main line, this paper put forward suggestions on promoting the construction of 4 major mechanisms, including business owners' responsibility implementation mechanism, port classification management mechanism, port traceability mechanism and port risk prevention and control mechanism. It is suggested to build a set of scientific supervision mechanism in an all-round way, so as to further promote the comprehensive construction of the new system of "modern governance" of import foods in Ningbo port. We will better accomplish the glorious mission of import foods safety in Ningbo port under the new era.
