      食用农产品质量安全与否直接关系到公众的身体健康和生命安全。我国现行的《食品安全法》与《农产品质量安全法》难以有效衔接, 且在一定程度上存在冲突。食用农产品定义表述模糊, 导致部分特殊产品属性难以在监管部门间达成一致, 造成监管空白。在实践中, 农业部门与食品药品监管部门职责不清的情形仍然存在。通过建立健全食用农产品产地准出和市场准入制度, 进一步完善农业部门和食品药品监管部门的协调合作机制, 对于实现食用农产品质量安全监管无缝衔接、实现“从农田到餐桌”的全程监管、保障人民群众“舌尖上的安全”尤为重要。本文从我国现阶段食用农产品质量安全监管体系建立、监管部门协调合作中存在的问题、解决方法及建议等方面对我国食用农产品质量安全监管中的薄弱环节进行分析。
英文摘要:
      The quality and safety of edible agricultural products is directly related to the public health and safety. The connection between Food Safety Law and Agricultural Product Quality and Safety Law is not effective at present, and to some extent there is a conflict in between them. The definition of edible agricultural products is ambiguous and vague, which leads to the fact that the attribute of some special products is difficult to reach agreements among supervision departments. So as a consequence of that, the supervision gaps are generated. In practice, the issue of unclearly defined duty and responsibility between Department of Agriculture and Food and Drug Administration continues to exist. Through the establishment of the system of exit from production place and entrance to the market to improve the coordination mechanism of Department of Agriculture and Food and Drug Administration, which is vital to achieve the goals of seamlessly connection on the quality and safety supervision of edible agricultural products, the whole process supervision from farm to table, as well as ensuring the safety of people on their tongue. This paper discussed the weaknesses in edible agricultural products quality and safety supervision in China from the aspects of the establishment of quality and safety supervision system of edible agricultural products, the problems existing in the coordination and cooperation of supervision departments as well as the suggestions aimed to resolve these problems.
